Smith Says Comprehensive Approach Needed to Address Distracted Driving
1/28/2010

Rep. Sam Smith (R-Jefferson) believes a bill passed this week in the state House banning hand-held cell phone use and texting while driving does not adequately address the wide range of driver distractions that can lead to vehicular accidents.

“While I’m fairly certain there will soon be a state law covering cell phone use and distracted driving, I believe it’s very important for this law to focus on the whole problem and not just the latest technologies that have been involved in accidents.  I opposed the legislation passed by the House because I believe a more comprehensive approach to addressing this issue is necessary.  My hope is the bill will evolve as we move forward.”

Smith gave examples of many activities that can be the root causes of vehicle crashes including having a dog on the driver’s lap, eating, reading and changing the radio station.  He noted that all these are examples of things that arguably should not be done while driving.

“We need a law that addresses myriad issues that can distract drivers and put lives in jeopardy - not one that focuses on just a few of those issues,” Smith said.  “As we continue working on this legislation I will be urging my colleagues to keep in mind that while technology has changed, and cell phones and texting are certainly a new way of life, we need to look at some of the old things that cause problems too -- especially with younger drivers where distracted driving is heightened significantly.”

House Bill 2070 passed the House this week and now moves to the Senate for consideration.
